But municipalities are facing picking up more of the cost of that improved system because existing funding sources can't pay for it. The St. Charles County Council heard a progress report regarding efforts to rebuild the system at their Oct. 14 meeting - improvements that may take until 2015 to finish.

Police in Ferguson, Missouri, committed human rights abuses as they sought to quell mostly peaceful protests that erupted after an officer killed an unarmed black teenager, an international human rights organization said in a report released on Friday. The Amnesty International report said law enforcement officers should be investigated by U.S. authorities for the abuses, which occurred during weeks of racially charged protests that erupted after white Ferguson police officer Darren Wilson shot and killed Michael Brown, 18, on Aug. 9. The use by law enforcement of rubber bullets, tear gas and heavy military equipment and restrictions placed on peaceful protesters all violated international standards, the group said.

Leaks of information in the investigation into the shooting death of Michael Brown are drawing criticism from both attorneys for the officer involved in the shooting and St. Louis County's top elected official. Attorneys for Ferguson officer Darren Wilson said Thursday that they are not responsible for the leaks and that any commentary should only come in a legal venue, not through the media, while the investigation continues.
