But municipalities are facing picking up more of the cost of that improved system because existing funding sources can't pay for it. The St. Charles County Council heard a progress report regarding efforts to rebuild the system at their Oct. 14 meeting - improvements that may take until 2015 to finish.

ST. LOUIS Roughly 50 people walked from the City Garden to the Arch, openly displaying their rifles and handguns during the Open Carry Rally on Saturday.
