But municipalities are facing picking up more of the cost of that improved system because existing funding sources can't pay for it. The St. Charles County Council heard a progress report regarding efforts to rebuild the system at their Oct. 14 meeting - improvements that may take until 2015 to finish.

An analysis by the St. Louis Post-Dispatch of the St. Louis County medical examiner's official autopsy on Michael Brown shows the black 18-year-old man was shot in the hand at close range and had marijuana in his system. One of the findings from the autopsy was the trajectory of shots fired by officer Darren Wilson at Brown, particularity the sixth shot "It traveled from the back of Michael Brown's arm to the inner arm which means that his palms could not have been facing Wilson as some witnesses have said," Christine Byers of the St. Louis Post-Dispatch told Here Now' s Robin Young.

Ferguson police and protesters clashed on Wednesday night after tensions escalated during a scheduled demonstration, part of the Ferguson October movement. Between 100 and 150 protesters marched from the corner of Canfield Drive and Florissant Avenue, a few blocks from where Brown was shot, toward the Ferguson Police Department.
